task 'assigned to'

Where does the system get the list of users for the
assigned to field in tasks? It does not seem to be all the
users of the site.

I wondered the same; there doesn't seem to be any
reference to it in the help documents.

After some testing, it looks like the list is generated
from users to whom you have assigned at least "reader"
privileges, AND who have logged onto the site at least
once.
