The "C sites" are SPS's bucketing mechanism. Check out

Here is the $.05 answe
Those are buckets that SPS uses to hold areas that are created. Each are
is created as a site, and since we do not want to put 1000's of site
directly under the root they are broken down into the buckets
So the first 20 will be under the roo
Then the next 20 will go under C1 - C20 bucket
Once all 20 buckets have 20 Areas (420 areas total)then it will start agai
C1/C1, C1/C2 ...C2
Once those are full (8420 areas total) C1\C1\C1 etc..

Yep it happens, there are only so many sites at one level so they star
getting put under other letters
