When I view the current storage used for a site collection in the site
collection usage summary page, amount of storage used for the site collection
has somehow become reset. In other words, I know that there is at least 900
MB of storage used for this site collection, but it is only showing about 8
MB used. I also know that it used to reflect the correct amount.

The question is, how did it become reset, and how do I fix it?

I'm not sure and I'm not sure. Did you make any changes to your server
around the same time that this occured? Is is critical that you know this
information? If not, I'd say to let it sit for a while and see if it
"resets" itself. Otherwise, I'd call PSS.

Yes, i have made some configuration changes, but I couldn't begin to tell you
what they were. Essentially, I am finding the dealing with server names and
DNS names totally messes up the portal. I am not sure if this is related,
but oh well.

Incidentally, I am now trying to backup the site via stsadm, and then
restore it to another site name, but when I do, I get an error message
stating that no content databases are available for restoring this site
collection. Any ideas on this? (I suppose I should post a new thread on this
question).

When you create the second portal, it creates the content databases.
Presumably, you can feed it those names in a parameter string.
