Does anybody know how to set the regional settings farm wide? I want every
new site collection to use the English (U.K.) regional setting which uses
the dd/mm/yyyy format. Right now, I have to create the site collection and
then edit the site settings manually. This doesn't scale when every future
site needs to adhere to the same regional setting which is not English (U.S.).

You should be able to set this under the "Site Settings" -> "Regional
Settings" on the top site in the site collection. There you can check
the "All sub-sites inherit these Regional Settings" option.

This works for us at least (Swedish settings).
