I have windows sharepoint service set up in a Virtual PC NAME1 and created a
sharepoint site http://localhost.

Next, I changed the computer name of this vpc to NAME2 and went to the same
site, it becomes unavailable, the error it reported is "Unable to connect to
database. Check database connection information and make sure the database
server is running. For tips on troubleshooting this error, search for
article 823287 in the Microsoft Knowledge Base at
http://support.microsoft.com."

This VPC is configured with SQL Server Desktop Engine (SharePoint), do you
know how to resolve this issue?

You need to go back into central admin and point it at the new database
server. When you did the install you said the database server was NAME1.
NAME1 doesn't exist anymore so it can't find the database.
