I want to move several surveys from area A to area B, so that I can assign
special permission in area B.

When I tried to "change location" in the suvey setting, it seems like making
a virtual link to the original survey, instead of copying. Is there a way to
do a real copy?

I also tried to save as template, but from area B, I can't see area A's
template. Help...

I don't know about changing the location via the survey setting, but I have a
work around for the issue with the survey template not showing up when you
try to create it in the other portal area. That is happening because chances
are the area you are moving it to is based off a different site definition
than the area you are moving it from is based.

Here is a workaround for that, and it works great:

Check out SMove. There is a free trial download and it's relatively cheap.

works pretty well for this kind of stuff.
