Hi,

Is there a way to create a WSS site which can have a url
"http://sitename.portal.com" instead of having
"http://portal.com/sites/sitename"

Sure. Create a new web site under IIS to answer to sitename.portal.com, then
go into SharePoint Central Admininstration, select Windows SharePoint
Services on the left and select Configure virtual server settings. Pick your
new 'virtual server', extend it.

If you wish to do some further research on this method it is known as a
Standalone Site Collection. I did a Blog on this subject matter
