I would like to have multiple document libraries in the same
area--i.e. I have some documents that are templates, some that are
examples of the templates filled in and some are just explanatory
documents. I'd like them all read-only for some users, but segrated
into 3 different areas so that it's more obvious what the documents
are.

If I create another "part" that is a document library, even if I
change the name of it, it "comes along with" the documents from the
first document library I have in the area. Can I have two or more
separate document libraries in an area?

You need to click on "Documents" and then Create Document Library (a
little different path if you are doing it on the Portal vs. WSS site
but same general navigation.

Create a new Document Libraries, name then, etc. for each of the areas
and then when you add web parts to the page, you will see each
separate name and can add them on to the page and have separate
content.
