Hello, I would like to slightly increase the max file size setting
form 50MB to 65MB. I know this isn't recommended from MS but this is a
intranet test server. Where can I find this setting at?

You can find that setting under central admin > Application management
> Web application General Settings

I'm assuming you are referring to SPS 2003. This setting is located in
the Central Admin site, and can be configured for each web site
(called Virtual Servers in SPS 2003).

To access this setting:
1. Go to the Central Administration home page
2. Click on "Configure Virtual Server Settings"
3. Click on the Virtual Server that you wish to modify
4. Click on "Virtual Server General Settings"
5. Change the "Maximum Upload Size" setting
