404 error running Central Admin

I am doing a new install of Sharepoint 2003. I already had SQL installed.
All apps and OS have thier updates. The Sharepoint install goes through the
first phase fine and tells me it is installed. It now wants to bring me to
the Administators web page to configure it but I get a 404 file or directory
not found error. The location it is pointing to is
http://localhost:28297/sps/Default.aspx . what can be causing this problem.

I figured it out. ASP.Net was not installed.
