We are setting up a SPS Portal V2 Medium or Large Farm
and want to disable the My Sites feature. Where do I do
this? I found Manage My Sites. But there seems to be no
way to turn this off.

change the rights for the user types (i.e., contributor, etc.) on the portal
you want to disable the feature...and remove the "create personal. xxxx..."
functionality from that role.

Change Site Group Rights for all the groups
(/_layouts/1033/spcateditperm.aspx?role=Reader), except of course the
Administrator Site Group (which you can't change), and uncheck the checkbox
beside:
-Create Personal Site - Create a personal SharePoint site

This will prevent all users in that group from getting into the My Sites
feature.
