No, the MS Discussion Groups application is not available publicly. Even if
it were, it would still require extensive modification to integrate with the
SharePoint data model.
If you are interested in doing much of the work on your own, a better
starting point would be the open source ASP.NET Forums v2.0, which is a free
download from:
http://www.communityserver.org
Since many of the features of the Forums exist in SharePoint (Alerts, online
presence indicators, etc.), a plan of attack might be to create a provider to
use the SharePoint authorization model rather than the one provided by
Forums, wrap the primary UI elements in WebParts (discussions, stats, message
body), and strip out or convert the elements made redundant by SharePoint
(banners, alerts, presence indicators, etc.).
No simple solution I'm afraid. With the general dissatisfaction people have
with the built-in discussions, you can bet that there will be third-party
components to fill the void if there aren't a few out there already.
