Were experiencing this weird error where WSS users who have reader
permissions are not able to open documents from document libraries and
or save them to their desktop. So my question(s) are, generally are
readers supposed to be able to view Documents from document libraries
and does it matter if the user that set up the document library has
administrator privileges for that doc library vs contributor rights?

Behavior: Users navigate to doc library a from
http:/<portalname>/sites/<wsssite doc library> clicks on explorere view
and attempts to open a word doc.

Error> Access Denied you do not have rights to open this...

Is this the correct behavior or shouldn't readers be able to access
documents in a readonly view and save them to their desktop?

Has anyone run into this yet?

Why are they using explorer view ?

They should be selecting the document directly from the view they get (or a
view they select) of the documents in the document library.

Either way it's not right. If they are a reader they should be able to open
a document and download it. You may want to check that the permissions on
the document library match the permissons on the site, it could be that
someone has edited the rights of readers for that particular library.

You'll find perlist permissions under Modify Settings and Columns in the
library.
