MS has many Windows SharePoint Services Applications Templates
(http://www.microsoft.com/technet/prodtechnol/sppt/wssapps/default.mspx)
available. It doesn not appear that you can use these templates to create
Portal Server areas, however. If that is the case, how DO you use them in a
Portal Server environment? I can't find anything that explains this.

Most companies use a mixture of areas and WSS sites to create their
SharePoint solution. You should consider the same. Say you wanted to use
the helpdesk WSS template. You could create an IT area on the portal with a
link to the help desk WSS site you created.

You don't. A site is a site in the address space. An area or subarea is a
page in the portal's navigation in which you can enter information about sites
and content in the portal's collection of sites.

I guess the part I'm struggling with is the creation of the WSS site. It
sounds like this cannot be done via SPS ... is that correct?

Go to the sites directory and click Create a site. This will create a WSS
site for you and add it to the sites directory.
