Wow. Ok, here goes.
First, I don't think the migration tools are robust enough to really use
well because they can't predict the many-to-many relationships that you'll
want in the migration. For example, you won't be able to predict which
documents go into which document library without setting up your entire
infrastructure first.
I'd suggest allowing your users a window of time say 1 to 6 months to do the
migration of documents on their own. Build your new taxonomies and don't
bother with a migration.
I can go on and on about why I think this is best, but it's not worth either
of our time.
