Is there a way to rename a Team site that is under the Sites directory for
SPS2003? I named a site http://portal/sites/sorbanes-oxley and it needs to
be changed to http://portal/sites/sarbanes-oxley.

Creating a template doesn't work in this case only for subsites. I created
a template and tried to create a new site from it but the template wasn't
listed. when I created a sub site I was allowed to use the template bu this
does me no good.

Create a site with the new name (close your browser before selecting a
template), backup the old site using FP or smigrate, and restore to the
newly created site.
