I need a way to have local copies of the portal content in
four different countries, to avoid heavy traffic from a
central server.
Does anyone know of a technique to do that in the Portal
Server?

There is no good way to that. With the cost and labor required to build
that type of solution yourself, it would be better to increase capacity at
the central server to support the heavy traffic.
