Does anyone have any suggestions as to why this does not work

Whats the processor type for which you are building the application.?...Note
emulator runs an application built for X86...you should build for the
processor type of your device....

Here are some blind guesses. Are you using eVC 4.0 or VS.NET 2003? Do you
have ActiveSync working? The order of installation of AS in relation to the
development tools is significant as well. If you are using VS.NET 2003 you
might want to take a look at these FAQ's:

I'm not entirely sure here, but I think I have deployed apps having a guest
partnership between my development machine and the device. I don't have a
device available right now, but I can take a look tomorrow morning (CET) and
let you know for sure.

It doesn't matter whether you are connected as a named partnership or if you
are connected as GUEST.

You should check the ~.INF settings to make sure the processor,
unsupportedplatforms, ... are set properly for deployment to the particular
handheld you're interested in.

I definitely have. I'm pretty sure a partnership is needed only for
automated synchronization using ActiveSync providers.
