Does anyone know how to restore/reload win mobile 2003 2nd ed on a pocketpc?
(sim to reinstalling windows on a pc)

Any help would be appreciated

Generally speaking once the image is toast, only the OEM can update it.
Whay do you need to reload it? A hard reset should return it to factory
configuration.

Load software which said is was compatible with 2003 2nd ed but wasn't
really. Now it won't uninstall completely and the whole system is slow.
Would a hard reset really return it to a "brand new" factory condition?

Yes, a hard reset will take care of it. Check with the user's manual or
online for instructions on hard resetting, as it varies from device to
device.
