menubar problems

I am new to eVB and am having problems creating a menu. Even when install
the menu and I copy published code, on the emulator, I get the following
message, "The control menubar1 ({series of numbers and letters}) could not
be created." On the device, it says the variable menubar is undefined.
Where should I go from here?
