I install EmbeddedVisualTools3.0 - 2002 Edition, then
using evc++ 3.0 I go to make a new project but the "Win32
(WCE x86em)" CPU option is not enabled (regardless of the
type of project selected). Is there some way I can enable
it?

That emulator (and thus target) has been deprecated. There is a new
emulator that is a true WinCE virtual machine.

There is a new target for this emulator called "WCE emulator". I don't
remember when that terminology was introduced, though. If it's not
available to you, you either need to go back to eVC setup to add it, or use
"WCE x86".

What SDKs did you install and try?

Are you running under Win 9X (95, 98, ME)?
