With WM6 SDK, there comes cellular emulator.
It should be helpful for testing.
However, it seems only works for device emulator comes in SDK.

Is there anyone can help on
"How to build WM6 device emulator that works with cellular emulator"
any flag? setting? that must in build process.

Microsoft's names are confusing even when used correctly. So I'm going
to be fussy here about the names you used. Each SDK supports one and
only one platform. Each platform is a combination of hardware and
software. Microsoft defines Pocket PC (new names: Classic and
Professional) and Smartphone (new name: Standard). Windows Mobile is
an umbrella name that covers all the platforms I just mentioned. It is
not a platform and it does not have an SDK. For more info, see:

Starting with VS 2005, Microsoft has been shipping an ARM emulator
that can support multiple platforms, and thus can run programs built
with several different SDKs. Before that, each SDK came with its own
emulator. Either way, if you're working in one of Microsoft's IDEs and
have specified the appropriate emulator as the target, when you run
your program, the IDE will make sure it runs on the appropriate
emulator.

With each AKU, there comes a device emulator BSP. Which can build up image
for Emulator.
With Windows Mobile 6 Professional SDK, there comes a tool named in Cellular
Emulator.

The default emulator Image in Windows Mobile 6 Professional SDK works fine
with the Cellular Emulator tool.

I can not get the image I built from AKU platform DEVICEEMULATOR work with
Cellular Emulator.

How can I build the emulator image that can work with tool Cellular
Emulator?

that means this is really not the right newsgroup; this one is for
folks who build _applications_. I just used google () to look up
bsp cellular emulator
and got 84 hits. I don't think any are directly useful, but I did see
the name of one likely newsgroup:
microsoft.public.windowsce.platbuilder
You might also try
microsoft.public.windowsce.embedded
