ActiveX will only work on PocketPC (there is some ports - but I would
not use them in a commercial sense). Java is available for most PDA's
however access to hardware features is limited. Also not all devices
will come with Java out of the box.

You could investigate J2ME Location API but not a lot of device support yet.
I bought the book Java Development on PDAs: Building Applications for
Pocket PC and Palm Devices by Daryl Wilding-McBride (Author) and found
it a good base - quite a thin book but it gives you the basics specific
for the PDA environment. There is plenty of general resources on J2ME
and Personal Java Profile around.
