I think Microsoft has made a nomenclatural mess, and the number of
similar queries confirms. The underlying operating system was, and I'm
quite sure still is, Windows CE. Combining a particular version of the
operating system plus hardware, some apps, and a few tweaks to the
operating system (additions, removals, changes) yields a "platform"
such as Pocket PC or Smartphone. I think "Windows Mobile" is an
attempt to find an umbrella term that covers multiple platforms. Thus
"Windows Mobile for Pocket PC", "Windows Mobile for Smartphone", etc.
