What are the major differences between the Enterprise, the
Developers and the Professional versions of Visual
Studio.net.

Do all three provide the capability to develop with smart
devices??

All three have the capability of developing for smart devices. Only single
language product do not have that capability.

There is a table here which charts the differences between the editions:-

All versions of the Visual Studio Package (Professional and up) have support
for Smart Device development. Note that the single language products e.g.
VB.NET or C# do not have Smart Device Programmability.
