It depends on if your 3950 is running Pocket PC 2002, or Pocket PC 2003.
You can check as follows:
1. Tap Start, tap Settings
2. On the System tab, tap About
Pocket PC version 3.0 = Pocket PC 2002
Pocket PC version 4.2 = Pocket PC 2003
For 2002, you can use eVT 3.0 2002 Edition (which includes the Pocket PC
2002 SDK) -- one download.
For 2003, you can use eVC (C/C++) 4.0, eVC 4.0 SP3, and the Pocket PC 2003
SDK (three downloads).
If you download the SDK .exe file, and it won't work, try deleting it and
download it again.
