Would 2 pda's that are the same model have the same reg settings direct from
the factory?

I need to know if I have one master device that has all the settings I need
can I simply export the whole registry to the other devices.

I would watch out for things like MAC addresses.

Definitely not. For example the entire drivers/active tree is built
dynamically and contains handles that change with every boot. Networking
stuff is also dynamic and will change. MAC addresses and other serialized
stuff can also change.
