I hope someone has a better answer, but for now:
1) If you can find the executable for the emulator, you can try
granting everyone access to it and/or the folder that contains it.
This may be easier if you install the emulator in some directory other
than "Program Files" on the system drive.
2) You will also need to wander through the registry to find settings
that you need to copy from the Administrator account to whichever
account(s) are going to have access. These settings will specify the
path, etc.
Whine/flame/commiseration:
I am often amazed and disappointed at how hard it is to use Windows
security for such appropriate purposes as yours. Installations should
allow the following options:
1) Administrator can install for only Administrator
2) Administrator can install for a specified group
3) Individual can install for themself.
Unfortunately, many installations allow only option 1. Microsoft
development tools are particularly prone to this. I know what kind of
mischief a developer can do inadvertently with a C/C++ program. So, I
don't want to give myself, let alone a whole pack of developers, any
more privileges then needed for a particular project.
