Microsoft's specifications for Pocket PC 2002 and Pocket PC 2003 say
it is only for ARM CPUs. So their SDKs support only ARM. If your
actual target runs Pocket PC 2003 on a MIPS CPU, then it must be a
specialized product and you will need an SDK from its manufacturer. If
your target runs Pocket PC, then you will need that SDK, which works
with eVC 3, not eVC 4. (Note Pocket PC, Pocket PC 2002, and Pocket PC
2003 are three different platforms, and thus use 3 different SDKs.)
