It is known that IPAQ devices come with IPAQUTIL.DLL that lets you access
some good hardware functionality, like control WiFi adapter, obtain device ID
e.t.c

I want to know if any other manufacturers provide such libraries or SDKs?
May be HTC?

Many of the companies (Symbol, DAP, HHP) that build industrial Windows
CE handhelds provide SDKs.
