No, not as far as I know. I've seen this discussed somewhere recently. You
will need something like the new Palm OS Developer Suite (PODS) or
Metrowerks Codewarrior to develop for Palm. I can't be 100% sure, but it
doesn't seem likely that MS will provide tools so you can develop for a
rival platform.
