My first suggestion is to use google
(http://groups.google.com/advanced_group_search) to look up
newbie
in one of the newsgroups where you posted this. You are likely to find
many notes like this from me, but you will also get real replies with
several different approaches. Including discussions about relative
merits of frameworks (ATL, etc.) and languages (C/C++, etc.).

Because you say you have never coded for Windows, I suggest starting
with a book about Windows programming. I, at least, can't imagine
tackling such a large subject without serious reading. Most folks
recommend Petzold; I prefer Rector & Newcomer. Neither is perfect, so
just pick one and start learning. That includes copying, building,
running, and modifying sample code from the book.

For a good intro to Windows CE specifics, Boling's books are hard to
beat.

As you become comfortable with those books and the concepts they
describe, you can browse these newsgroups to become familiar with some
details and get answers to frequently asked questions. That will help
you use google to find answers to your questions. And all that will
help you ask questions.
