I would like to develop some image processing software for the Smartphone
200x platform, but can't decide what device to get. Can anyone recommend a
device which has a built-in camera and a good, stable, well-documented
camera API?

There is no platform-wide camera API for Smartphone devices, the
implementation is up to the device manufacturer. None of which have
currently published the details for their APIs. Note there is a group
specifically dedicated to smartphone development at:-
microsoft.public.smartphone.developer
