I am looking to develop some kind of a scheduling application and was
wondering if it is possible to add items to the pocket pc calendar from
another program?
if not,is there any such control in Visual studio which can be inetegrated

Yes you can - through the POOM API. You can find details and some code
samples in the Pocket PC SDK.

There's quite a bit of documentation in the SDK also. Specifically, there's
an entry in the How To section on creating a reoccurring calendar appointment.
