Is there a report in MS Money 2006 Premium that lets me see the % increase or
decrease in stock prices for the different stocks I have in my account? I'm
not looking for a dollar value change.

I simply want to see:

Column A = stock in my portfolio
Column B = stock price on 1/1/2005
Column C = stock price on 12/31/2005
Column D = percentage change in stock for the year

The investment performance reports show the % increase in value for selected
investments for a given date range. However, the percentage also includes
dividends and reinvested dividends. It will not show the percentage increase
in share price alone. You could export these reports to Excel and add a
field to calculate the percentage increase in share price.
