I was given this suggestion from MSN Money Support:

Test 2: Reset the new Passport and then try to synchronize Microsoft Money
and MSN Money.

Let's reset the data in the new Passport.
1. Sign into the new Passport on MSN Money and then go to
<https://moneycentral.msn.com/banking/accounts/pss/accounts.asp>
2. Click the link "Reset My Accounts" at the bottom of this page.
3. To completely remove everything, click the Remove button.
Please try to synchronize again. If you want to completely remove the data
on your original Passport, you may also try to reset the original Passport.

Note:
Make sure MS Money is closed when you reset your accounts on the MSN Money
site.
In MS Money, you may have to choose Tools; Settings, and reconfigure to
access the MSN Money site.
You will have to reconfigure the Online Setup of those accounts you were
using through MSN Money.
(However, MSN Money Account Setup appears to be down as of this writing)
