I recently opened Microsoft Money 2004, and a large number
of my transactions were marked as un-accepted
(transactions I had already accepted).

I chose "Reconcile Transactions - Accept All Transactions"
from the Common Tasks menu on the side, and then the Items
To Review count went to (-1). Does anyone know how to
correct this?

Try repairing the file. File, Repair File. Hopefully that will recalculate
the count of items to review.

Tried a Level 2 repair, didn't do anything, still (-1)
items to review. It doesn't seem to affect the operation
of the application, but I'm curious as to why it's where,
and what I'm missing.

In IE6 I would delete your browser temporary files with
Tools->InternetOptions->DeleteFiles.

Then in Money do File->RepairMoneyFile->QuickFileRepair.

I have not seen your symptom discussed previously, but the above
items are simple and safe.
