I don't know if this will fix it, but let's make sure some things
are covered:

Be sure that your Money and backup files are moved to a spot that
you will have full privileges to, such as Documents/MyDocuments.
If they are in a place like ProgramFiles, Vista will create an
impermanent copy of the file for the user to use, unless the user
explicitly right-clicks at launch and choose RunAsAdminsistrator
that time.

Check that the SSL2 protocol is enabled. That checkbox may be in
IE Tools->InternetOptions->Advanced.

Right-click the Money icon and choose RunAsAdmistrator to let
updates happen. Then reboot the computer. Check that the Money
2007 version is 16.0.*.1303.

Thanks Cal. The Money file is in Program Files (x86) but the backup is on a
flash drive. I remember the Money file being in a compatibility file folder
somewhere but I can't find it now. I made Money Run As Administrator. The
version is correct. SSL2 is selected.

Today I downloaded a QIF file successfully into Money. Will selection to
Run As Administrator hold? Seems that many things that I select do not hold
after a reboot. Especially in Folder Options when I'm trying to get Vista
to View files as Details. It keeps changing to what it wants like Small
Icons, etc.

No. However the pointing to the new locations should hold, so I hope
that is sufficient for Money.

XP has that behavior too. I wish I knew how to make the Details
choice stick.

Be sure to Move your data files out of "Program Files" and into a folder
that Vista does not consider "restricted" (such as your Documents folder).
