Is Quicken able to convert MS Money files into usable
data, and if so, does anyone know if the Money file would
be accessible, given current circumstances surrounding
Passport/Sign-in malfunctions?

Quicken cannot (as far as I know) directly import MS Money files as of
Quicken 2004 version. You would need to open the Money file and export to
.qif which is currently not possible if you are having the passport login
problem.

I tried all morning myself :-) I have 8 years of data that I can't get to
at the moment.

BTW, a someone asked at some point about financial software for Linux.
There are some accounting packages out there. The only personal finance
I've found so far is GNUCash, but I haven't tried it yet (supposed to be
very similar to Quicken/Money. I know it does support both .ofx and .qif
file imports.

The repeated frustrations with MS with Windows security issues, IE issues,
and now this has had me thinking along the same lines. A dualboot system
anyway, I still need MS Office for work and I haven't seen any GNU
bibliographic managers yet. Nor do I really have the spare time to go
through the Linux learning curve, at least not yet.

Actually, Intuit created a conversion utility for Money
