In Windows 98 anybody could do anything to any file.
In XP, there is the capability to have some user(s) set up with
Administrator privileges, and have others more restricted. This
would have the potential to save the computer in the face of a
mistake or a worm.
I think you probably are running as an Administrator. I think that
is how things start out, but I welcome others to correct/add to
that.
In Start->Settings->ControlPanel->UserAccounts there would be a list
of Users. If you are an administrator, I think it would say
"Computer Administrator" in the box below your username.
