I've been running MsMoney 2006 - the basic package.

As you know, there's a bug in the package that won't allow switching from
essential to advanced budgeting when there are "phantom" budget items. I've
looked over MSKB899628, and given the complexity of my accounts and budget I
really don't wnt to go through the agony outlines in the MSKB item.

Has this bug been fixed in Money 2007?

Probably not.

But M07 did invent yet another budget model and is trying to hide the
Advanced Budget from new users or users who have never created an Advanced
Budget previously. Infer from that what you will about the future of
Advanced Budget and the likelihood that they'll continue (start?) to try and
improve (fix?) it.
