I believe the problem has something to do with a IP address restriction. I
work in a call center and we use MSN Messenger internally. We have a pretty
frequent turn around for the agents on the floor so I tend to create 3-8
accounts a week sometimes. I started seeing this error a couple of months
ago. I just got one today after signing up 3 accounts. It usually clears up
in a couple of days. I just think they put a limit on the amount of ID's you
can create. Im pretty sure the restriction is done by IP address which is
why you were orginally able to create a couple accounts from home.
