How can I limit messenger so it only allows chats between people on
the same e-mail domain. For example, anyone with an email address
ending in @newskills.org can chat to anyone else with an email address
ending in @newskills.org but can't chat with anyone else. This also
needs to be done in such a way that the users cant reset it. These
users are spread out over the internet, they are not on one LAN and do
not share a common server.

Well, Messenger is intended as a consumer product and has no group policy options or anything
similar to what you're asking for.

The most you could do with just Messenger is set everyone up on a "Kid" Live IDs and white
list every single person they wish to talk to. This probably isn't workable for your
situation as there's nothing stopping someone from using some other Live ID instead.

I haven't tried the latest versions, but if third-party software is an available option for
you, IM Manager might be useful:

Groupwise Messenger does exactly what you're asking for. being aimed at
businesses and all that. However its a bit basic so if you want to do
anything other than text chatting then forget it.
