I´ve noticed that when the chat log is enabled, strange and impredictable

Greetings,

There's no GPO settings for Messenger so that won't help. You could try ACLing the registry
setting for each user setup already (there's no way really you could affect users who haven't
logged in yet) but generally that isn't considered a great solution.
