Greetings David,
I assume you're referring to Windows Messenger [not Live].
To remove it, you'll need to click the Start button, then click Run and enter:
RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove
Then click OK.
