620 is listed as an elective for MCSE on 2k3. I have taken and passed 621,
which is a combo of 620 and 622 as an upgrade from MCDST. Will this count as
an elective, or do I need to take a step down and pass 620 as well?

Yes it will.

If you are an MCDST and take 70-621 you are awarded the MCTS: Windows Vista
Configuration which does mean you will NOT need to take 70-620 to use it as
credit for other certifications as an elective.
