WINS Pull parnter can be used to save network bandwidth because it only
pull records from its partner by schedule.

However, in order to use Pull partner, there must be a corresponding
Push Parnter on the other WINS server. Since Push partner don't use
schedule, so it will generate more traffic then pull parter.

Therefore, why pull partner can still save network bandwidth?
