So, I got my MCSE on March 20th and requested a welcome
kit a couple of days later. As of this post, it still
has not arrived. Should I wait longer before inquiring?

If your objective in life is to date women, I'd get that lapel pin ASAP.
That lapel pin is a real chick magnet.

In all seriousness, give it time, it will eventually arrive. If it does not
arrive by the 20th, I'd raise an issue.

if you want you can go back to the MCP private site and check on the
status of the welcome kit. I checked back at the welcome kit page for
myself and it now says this:

Our records show that the welcome kit due to you as a result of your most
recent certification has been shipped. Please contact your Microsoft
Regional Education Service Center if you have questions.

(which for me is entirely true as I have recieved it)

this will at least tell you if it's "in the mail"
