I set up a new drive today. The first partition was set to
28GB with the remaining 92GB on second partition. Is there
a way within computer management to extend the primary
partition to 60GB and set the second one up to 60GB to
have an equal two half drive?

Sgt Galaxy is right

The only exception is if the drive was set up as a
Dynamic disk originally. Not if it was converted late
from a Basic disk.
