Cisco Router and Windows Time

I can't seem to get the router to pull time from the internet and be a time
server for the internal domain.

Router is stratum 2 for the internet, pulls time from internet and all other
routers are happy and syncing.

PDC e is stratum 2 time server, can't sync with router because its stratum 2

Change router to stratum 1 and now it can't pull time from the internet.

How the heck is this done or can it be done?
